Protecting children in contact with the law in Uzbekistan

Investigators from the Ministry of Interior, teachers of the Academy of Prosecutor’s General Office and criminal court judges participated in a training organized by UNICEF to understand good international practices on interviewing children who are victims and witnesses of crimes.

Starting from 2016, the Government of Uzbekistan has launched comprehensive reform processes in many areas, including the justice area. Enhancing the protection of victims and witnesses of crimes is part of this process, as well as the introduction of modern forms and methods of investigation, using good international experiences.

In many countries, it is widely recognized that children who are victims or witnesses of crimes need special protection, as they are particularly vulnerable. Thus, special protection measures are needed for interviewing these children.


“To ensure meaningful participation of children in the justice process, it is important to create a child-friendly environment. However, what is also important is the preparedness of the justice professionals to deal with child victims and witnesses of crimes,” Said Sascha Graumann, UNICEF Representative in Uzbekistan. ”In particular, investigators, prosecutors, judges and lawyers should be trained in forensic interviewing of child victims and witnesses of crimes. Child-friendly interviewing may guarantee prevention of these vulnerable children from further traumatization.”

UNICEF stands ready to help the Government of Uzbekistan in carrying out the reform in juvenile justice, particularly in ensuring the protection measures are provided for child victims and witnesses of crime.
